Logistics Facilities May Be Placed Under Temporary State Management

Vladimir Putin has signed a decree allowing temporary state management to be introduced at critical infrastructure facilities if their owners fail to ensure adequate security, including protection against drone attacks, or fail to restore operations in a timely manner.

The decree is particularly relevant to the logistics sector, as it explicitly covers transport and logistics infrastructure, including transport and logistics complexes. The mechanism also applies to fuel and energy facilities, industrial sites, communications, energy infrastructure, and other critical assets.

By default, Rosimushchestvo (the Federal Agency for State Property Management) will act as the temporary manager. It will exercise the powers of the owner, but without the right to dispose of the property. Management costs will be covered by income generated from the use of the assets. Control may be returned to the owner by decision of the Russian Government.

For logistics companies, this means greater responsibility for the security of terminals, warehouses, and other critical facilities: inadequate protection measures may now result in assets being temporarily placed under state management.
