eCMR Is Coming Soon: Russia's Ministry of Transport Answers the Most Common Questions

Russia's Ministry of Transport has published new guidance on the mandatory electronic transport consignment note (eCMR/e-waybill) system, which will become effective on September 1, 2026.

The key message: technical issues should not interrupt cargo transportation.

What carriers need to know:

• If internet access is unavailable or the State Electronic Transport Document System (GIS EPD) is temporarily offline, documents will be stored by the electronic document operator and automatically submitted once the connection is restored.
• The absence of a QR code is not a reason to stop transportation. Drivers may present the electronic document on a mobile device or provide a printed copy.
• If the vehicle or driver needs to be replaced during transit, transportation can continue using the existing electronic transport consignment note.
• In certain situations, a new eCMR must be issued—for example, after a partial cargo delivery or when cargo is transferred to a temporary storage warehouse.

With the new requirements taking effect soon, the Ministry of Transport is gradually clarifying the most common questions. However, many practical issues remain for shippers, carriers, consignees, and logistics providers.
