Khabarovsk Loses Its Sky: No More International Cargo Flights

As of October 23, 2025, all international cargo flights to Khabarovsk, including transit shipments, have been officially suspended. The Federal Customs Service has removed JSC “Khabarovsk Airport” from the register of temporary storage warehouse operators. This decision effectively deprives the airport of the legal ability to receive and process international cargo.

What it means for the market:
-> No cargo arriving directly from abroad can now be cleared through Khabarovsk Airport. Freight forwarders and shippers are forced to urgently reroute shipments — the nearest alternatives are Vladivostok, Blagoveshchensk, and Novosibirsk. However, these changes will inevitably lead to higher transportation costs and longer delivery times.

Why it happened:
-> The reasons for excluding the airport from the customs register have not been disclosed. Official records confirm that Khabarovsk Airport has been stripped of its temporary storage status, but there have been no public comments from the Federal Customs Service or the airport itself.

Until recently, the airport was actively growing.
-> In 2024, its cargo turnover reached almost 25,000 tons, and growth continued in 2025 — over 10,000 tons were processed in the first half of the year alone. In just nine months, the airport handled more than 17,000 takeoffs and landings, underlining its importance as a logistics hub for the entire Russian Far East.
