The State Duma has decided to give the market additional time to prepare for changes in the road transport sector. The launch of the mandatory carrier registry and the permit-based access system has been recommended to be postponed until 1 March 2027.
Under the new framework, the current notification-based regime will be replaced by a permit system: commercial road transport operations will only be allowed after a carrier is entered into the official registry. The registry will be maintained within the digital platform “GosLog.” Applications and access approvals will be submitted electronically via the Gosuslugi portal, with registration expected to take up to one business day.
The new rules will apply to all commercial road transport operations performed under paid contracts, with exemptions for international and cabotage transport, transport conducted outside public roads, and vehicles with a gross weight of up to 3.5 tonnes.
To be included in the registry, carriers will be required to register at least one freight vehicle, ensure full consistency of company and vehicle data across all documentation, employ a road safety specialist with mandatory certification every five years, and notify authorities of any data changes within one business day.
At the same time, stricter enforcement measures will be introduced: transport operations and advertising of transport services will be prohibited without registration in the registry; transport contracts may be deemed invalid if the carrier is not listed; and drivers may only be engaged as full-time employees or self-employed vehicle owners, with civil-law service contracts no longer permitted.
