China Changes the Rules of the Game for Exports: A Five-Tier Customs Rating from 2026
Starting April 1, 2026, China will introduce a five-tier customs rating system for exporters. The new rules will directly affect clearance speed and, in some cases, the very ability to export goods.
“Star-rated” companies (高级认证企业) will benefit from green lanes and simplified procedures. Companies with a poor compliance record (失信企业) will face comprehensive inspections and audits of every shipment. For serious offenders (严重失信企业), exports may become virtually impossible.
The assessment criteria will become significantly stricter: data will be aggregated from all government agencies as well as open sources, greatly increasing transparency — and risk exposure.
For Russian importers, this is a clear signal to act in advance. It is already advisable to check the status of Chinese partners in the official registers of the General Administration of Customs of China. This can help avoid unexpected delays, additional inspections, and supply chain disruptions.
